In a near-future America, Sara Hussein is held at "Madison," a retention center (a converted elementary school run by private contractor Safe-X) after being flagged by a predictive-policing "risk score" system tied to a neural implant called the Dreamsaver that monitors her dreams; the book follows her daily life among fellow retainees and her strained correspondence with her husband and children, as she and others push back against the facility's surveillance and precrime detention regime.
